implement the spirit of "Observations" to ensure the full
accomplishment of the job tasks

July, CIRC convened the general assembly of all the cadres and workers,
researched and deployed the specific measures of the implementation of
¡°Observations¡± for the second half of the year. Wu Dingfu, president of
CIRC, said that CIRC organs should take the opportunity of
implementation of ¡°Observations¡±, improve the related policies, enlarge
the insurance coverage, and expand the using channels of insurance
funds to promote the better and faster development of the insurance
industry. They should also improve the supervision, further establish
and complete the legal rules and regulations, explore the establishment
of the standard system of classified monitor of insurance agencies,
strengthen the site supervision and risk prevention; step up the
publicity and integrity education, enhance the organ construction,
create a harmonious and active organ style and make the endeavor to
build a service-oriented, law-based, efficiency-based and
innovation-based CIRC. Wu
indicates that the most significant task which the insurance industry
is facing is to implement the spirit of ¡°Observations¡±, CIRC organs
assume important responsibilities and missions in this term. They
should formulate the measures in the second half of this year to
promote the better and faster development of the insurance industry;
further improve the policies and measures to create a favorable policy
environment for the development of the insurance industry; enlarge the
insurance coverage, coordinate actively with the related departments
and promote the development of the enterprise annuity, agriculture
insurance, health insurance and liability insurance; and expand
gradually the insurance investment field, increase the investment
income rate under the premise of the strictly controlled risk.
Wu
strengthens that CIRC should enhance the organ construction, create a
harmonious and active organ style, make the endeavor to build up a
service-oriented CIRC, improve continuously the service quality and
service level, perfect the work style and enhance the service abilities
and service methods; build up an law-based organ, complete the rules
and regulations, strengthen the consciousness and initiative of
administrating and acting in accordance with the law; build up an
efficiency-based organ, improve the efficiency of the administration
and implementation of the rules and regulations, enhance the
accountability and responsibility system and comply with the
disciplines; build up an innovation-based organ, cultivate the sense of
innovation, bring up the ability of innovation, establish the mechanism
of innovation and raise continuously the work ability to lead
innovation of the whole industry.¡¡ ¡°Observations¡±
